PURPOSE:To attain binary coding having a higher burst error correcting capability than a conventional method by arranging data in k1X8Xk2 digits in rectangles consisting of k1X8-digit in the 1st direction and k2-digit in the 2nd direction and handling the data while sectioning the data in the 1st direction by 8-digit. CONSTITUTION:When data of k1Xk2=4,096 are arranged sequentially in rectangles (k1=32 in the 1st direction and k2=128 in the 2nd direction), the data are numbered by the prescribed method, and the data corresponding to the a1-th, a2-th,...a32-th order are subject to C2 coding by using a generation polynomial of the C2 code. Then the data of each column n2 is subject to C1 coding by using a generation polynomial of C1 code. A generated check code is added to the data and the coding is repeated by k2 times. Thus, in the stage of the C2 coding, (n2-k1) codes in the 1st direction and k2 codes in the 2nd direction are scattered in effect of the error correction onto the data arranged in rectangles (k1 in the 1st direction and k2 in the 2nd direction).
