PURPOSE:To prevent the foul use of an IC card by coding the test message data by the public key data at a terminal and decoding the message data through the IC card with use of the private key data. CONSTITUTION:A main controller 76 of a POS terminal 41 reads the test message out of a data ROM75 and specifies the public key code corresponding to an IC card 11. The test message is coded in response to a specified public key code given from a public key code memory 89 and delivered to the card 11. The card 11 decodes the cipher data with the private key data. The coincidence is decided at the terminal between the decoded data given from the card 11 and the test message stored in the ROM75.
