PURPOSE:To obtain a high-calorie fuel contg. a harmful metal-free ash without evolving harmful gas or black smoke, by treating waste such as industrial waste, common waste or a wet refuse removed from a non-combustible material by the titled apparatus. CONSTITUTION:Waste such as industrial waste, common water or a wet refuse removed from a non-combustible material is introduced from a hard waste feeder 9 into a crusher 11 and crushed or from a soft waste feeder 2 and sent to a tank 1, from which it is sent together with an additive such as a coagulant, combustion auxiliary or neutralizer, e.g. asphalt, to a heating melting means 19, in which it is dried, preheated and molten. A harmful material is gasified and sent to a gas recovery means 16 where it is burned and removed. Exhaust gas is discharged from a stack 29 after desulfurization, smoke removal and dust collection, and the molten material is pelletized in a mixer 43, cooled and solidified in a cooling tank with water of a pH of 8-10 supplied from a water supply means 55 and transferred together with the water to a product yard, where it is recovered as fuel. The cooling water is circulated as water of a pH of 8-10 after contact with an additive from the tank 17.
