PURPOSE:To effectively sterilize bacterial cells, by providing a plate shaped body and a protruded plate to the inner surface of a trough to form a container and providing an electrode so as not to contact with the plate shaped body and the protruded plate while respectively connecting a high voltage terminal to the plate shaped body and the electrode. CONSTITUTION:A single-phase 1 AC of 100V is connected to a booster transformer 3 through a no-fuse breaker 2 and the boosted A-terminal 4 of a secondary side is connected to an electrode 6. A trough 9 is formed of concrete or rubber and a plate shaped body 8 is provided to the inner surface thereof and a protruded plate 10 is provided so as to be contacted with the plate shaped body 8. The breaker 2 is closed while water 11 to be treated is passed through the inner surface space of the plate shaped body 8 to supply a current with boosted potential difference 7 to the electrode 6, the plated shaped plate 8 and the protruded plate 10. By this method, a coli bacillus is sterilized.
