PURPOSE:To match the qualification of a terminal operator precisely by forming an ID card reader in a terminal and making the operator carry high ID card. CONSTITUTION:When the insertion of an ID card 5 is detected by the terminal 3, the contents of the card 5 are read out by the card reader 5 and transmitted to a center computer 2 through the terminal 3. When data read out from the card 5 are received within a prescribed period, the computer 2 decides the qualification of the keyboard operator. When the operator has a prescribed qualified condition, an access right to a data file 24 is given to the terminal. If the operator does not have the prescribed qualified condition, the operation of the operator is invalidated. Consequently, the data file can be previously prevented from being destroyed or stolen.
