PURPOSE:To extend the measurement range by forming plural light intensity modulating circuits on a substrate and impressing a voltage to be measured to electrodes of all of these light intensity modulating circuits and giving various phase shift preliminarily to these light intensity modulating circuits. CONSTITUTION:The light inputted to an optical waveguide 50 is branched equally into two, and branched lights are inputted to asymmetrical optical waveguides 21 and 31 and have intensities modulated in accordance with the voltage to be measured and are outputted from asymmetrical optical waveguides 22 and 32. Phase shifting electrodes 25a and 26b and electrodes 26a and 26b for impressing voltages to be measured are formed on asymmetrical optical waveguides 23 and 24 of an optical beam splitter 20. The other optical beam splitter 30 is provided with phase shifting electrodes 35a and 35b and electrodes 36a and 36b for applying voltages to be measured similarly.
