PURPOSE:The titled composition for showing sufficient mildewproofing effect on metal cutting oils, comprising an aromatic hydroxy compound as an active component, an alcoholic component as a cooperating agent, and an emulsifying agent, and forming a stable water dispersion. CONSTITUTION:The titled composition comprising (A) one or more compounds shown by the formulas I, II, and III (R and R' are alkyl, alkyl, cycloalkyl, or aryl; X and X' are halogen, or NO2; Y is lower alkylene, or lower alkylidene) as an active ingredient, (B) an alcoholic compound as a cooperating agent, and (C) an emulsifying agent. A compound shown by the formula IV (R'' is alkyl, etc./ Z is halogen, nitro, etc.) is preferable as the component B, and a polyoxyalkylene ether having 12.5-17.5 HLB value is prefe-rable as the component C. Amounts of the components B and C are 40-85 wt.% and 30-60 wt.% based on the total amounts of the components A+B, respectively.
