PURPOSE:To attain information transmission and a remote control from a central control unit with the same device by equipping a control field in a transmission frame and executing a control and output to a decentralized terminal concerned with only judgment of a data transmitter when control instruction information is received from the central control unit. CONSTITUTION:When an error control part 43 judges reception to be normal, it hands over a reception frame to a reception decision part 45. In terms of the reception data, a control field having a control command is provided separate from an information field having normal transmission data. Judging contents of the control field of the reception data, the reception data decision part 45 hands over the control command to a control output part 46 if the prescribed control output request is obtained, and further hands data on the information field of the reception data to a terminal data I/O part 44. If no prescribed control output request is found, said part 45 does not anything with respect to the control output part 46, and simply hands over the reception data to the terminal data I/O part 44. Thus the control command output is applied to the decentralized terminal in a decentralized system without a special controller except a transmission controller, and maintenance of the system can be inexpensively improved.
