PURPOSE:To obtain a clear picture quality reducing thickening of black parts in light recording by providing a device that changes timing of recording picture signals in a picture signal processing section. CONSTITUTION:Picture signals are inputted to the input terminal 1I of a monostable multivibrator 1 and a pulse is generated from the output terminal 1O making changing point from the black to the white of the picture signals as a trigger. The pulse width TI of the pulse outputted from the output terminal 1O determines a delay of black parts, and set to proper time width more than 1 picture element and less than 2 picture elements. A selector 4 selects cut-out pulses of delayed black parts of an output terminal 2O when the pulse outputted from an output terminal 3O is high level, and selects an ordinary pulse string inputted to an input terminal 4X when in low level, and outputs from its output terminal 4Z. A recording pulse is obtained by obtaining the logical product of signals outputted from an output terminal F and picture signals.
