PURPOSE:To simplify the data processing and to improve the transmission efficiency by allowing a transmitter having a transmission data to acquire a slot in which the transmission of access control information is enabled and transmit data while using continuously the succeeding slots. CONSTITUTION:The transmitter adds a transmission unit header 16 and a trans mission unit trailer 17 to a transmission data 18, acquires a slot 6b whose access key 7 of a frame 4 circulating on a transmission line is to be transmitted and transmits the data while setting the key 7 during the operation. When the data transmission is not finished in the slot 6b, slots 6c, 6d in which the succeeding access key 7 is set in between are used continuously and sets the said key 7 during the operation to transmit the data. When the data transmission is finished, the access key 7 of the next slot 6e is set to be enabled for transmis sion.
