PURPOSE:To prevent the generation of phase fluctuation, by respectively passing only the frequency components of the upside and downside waves of the variable phase signal in the signal outputted from a frequency mixing means. CONSTITUTION:A USB signal (f0+9960Hz) is obtained by such a method that the signal f0/(1+n) oscillated by an oscillator 31 and the output signal 99960Hz of a controller are mixed in a frequency mixer 33 and, after only the signal of f0/(1+n)+9960Hz is passed through BPF 34a in the next stage, said signal is mixed with the signal nf0/(1+n), which is obtained by multiplying the signal f0/(1+n), oscillated by the oscillator 31, by (n) by a multiplier 32, in a frequency mixer 35b and an unnecessary signal is further removed by BPF 367b. In the same way, a LBS signal (f0-9960Hz) is obtained by passing only a signal f0/(1+n)-9960Hz through BPF 34b and further removing an unnecessary signal component by BPF36c.
