A blackboard which does not emit fine dust particles is manufactured by coating the surface of a blackboard or plywood board with a redin composition comprising 30 vol.% of 1 : 1 black and green pigment mixture, 10 vol.% of 7 : 3 thinner and DDP oil mixture, 20 vol.% of lusterless lacquer and varnish mixture, 10 vol.% of enamel, 20 vol.% of FRP, and 10 vol.% of fusel oil. The blackboard has a hydrophobic, lusterless, flat surface.
