PURPOSE:To prevent the occurrence of pollution by a method in which a transport air is floated in a seal cover set under water from the bottom to the upside of the bottom and then recovered, and the quality of water in the seal cover is regulated. CONSTITUTION:A base ship 2 is provided by floating on the surface of water, a seal cover 5' is lowered through a winch 17 and a wire 18, and a hose 14' is extended. The lower end edge 16 of the cover 5' is set in the bottom 17. The injecting and stirring blade 11 of an injecting and stirring pipe 4 is rotationally penetrated into the ground 8, and cement is pneumatically sent into the pipe 4 and jetted from the blade 11 to form an improved ground 12. The transport air is floated in the cover 5' for recovery, and sulfuric acid and aluminium sulfate are supplied into the cover 5' through a pipe 23 from a water quality regulator 22 to regulate the quality of water. |
