PURPOSE: Material of steam turbine rotor used in a thermoelectric power plant is provided which can secure a wholesomeness of a large steel ingot and improve a creep rupture strength at high temperature to use the steam turbine rotor in 650°C or more. CONSTITUTION: Heat resistant steel contains less than 0.04 wt% of C; 0.1 to 0.15 wt% of Si; less than 1.0wt% of Mn; 24.0 to 27.0 wt% of Ni; 13.5 to 16.0 wt% of Cr; 0.5 to 1.0 wt% of Mo; 0.01 to 0.4wt% of Vd; 0.9 to 1.4 wt% of Ti; 1.0 to 1.5 wt% of Ta; 0.15 to 0.25 wt% of Al; 0.004 to 0.005 wt% of B, less than 0.005wt% of N; and the balance substantially Fe and inevitable impurities.
