PURPOSE:To simplify circuit configuration in a device that records a picture by dot construction line by line, by providing horizontal and vertical counters and setting a picture effective area. CONSTITUTION:A horizontal counter 17 to determine a horizontal effective area and a vertical counter 20 to determine a vertical effective area are provided. Pulse signals of specified frequency are counted by the horizontal counter 17 for each line, and horizontl effective signals Hs are outputted during the time in which the value coincides with the data of starting position and finishing position of the set horizontal effective area. The vertical counter 20 detects and counts the final end of horizontal effective area signals Hs of each line, and outputs vertical effective area signals Vs during the time in which the value coincides with the data of starting line and finishing line of set vertical effective area. Accordingly, a picture effective area can be set optionally, and the value added of the picture recording device is heightened.
