PURPOSE:To carry out efficiently a nitration and a denitrification reaction by providing a water-running impeller to a vertical-shaft aerator in addition to an impeller for scraping up water, and making the aerator rotatable in the normal and the reverse direction. CONSTITUTION:A shaft 4 is pierced through an inverse truncated conical body 2 of a special aerator 10 having an impeller 3 gor scraping up water, and a straight water running impeller 11, etc. is provided to the shaft 4. The aerator is made rotatable in the normal and the reverse direction. Consequently, activated sludge is not deposited on the bottom part of a waterway, and a nitration and a denitrification reaction are carried out efficiently.
