PURPOSE:To allow the titled equipment to be in stand-by safely until an incoming operator comes to talking by calling automatically the incoming operator when a transmission instruction signal is not detected within a prescribed time. CONSTITUTION:When a transmission instruction signal DCS is not detected within a prescribed time, time-out is caused, generation 21 of a tone calling the incoming operator is started for a prescribed time at a point of time (g), the line is changed over to the telephone set to start time limit supervisory 20 for the detection of the operation timing of a button to make talking installed to an operating section. When a command 21 to switch the line to a telephone set line is performed at a point of time (h) amidst the time limit supervision 20, the calling operator makes talking from a point of time (i) by talking shown in a caption 22.
