PURPOSE:To attain high speed compression to even a picture having a long run length by counting number of consecution of inputted white and black picture elements and generating a compression code corresponding when the count number reaches a prescribed value. CONSTITUTION:A binary picture signal VIDEO is inputted to an FF222 and after a video enable signal VEN rises, a change detection signal of a picture signal is obtained from an exclusive OR gate 225. Run length counters 211-213 count a clock signal CLK and when an output is obtained from a negative logic OR circuit 217, the count number is transited to registers 232-234 and fed to a compression code generating circuit 236 together with a signal representing the white picture element and black picture element set to the register 231. Then a compression code is generated. A picture element change signal and a line end signal are transmitted to the circuit 217 in addition to a signal when the content of counters 211-217 reaches a prescribed number so as to generate the compression code.
