PURPOSE:To set a gain and an offset with high accuracy by obtaining a gain and an offset from white/black reference picture signals and using them as gain and offset data of an offset adjusting means and the gain. CONSTITUTION:An input picture signal is inputted to the offset adjusting means 1, where the gain and offset are adjusted. The picture signal whose gain and offset are adjusted is stored in a line memory 3 via an A/D converter 2. A central processing unit 5 calculates a mean value at white and black information from a reference picture signal stored in the memory 3, the gain and offset are operated from the mean value and latched to latch circuits 11, 13.
