PURPOSE:To provide an insecticidal and germicidale film forming agent which has excellent adhesion and durability and can form a transparent film retaining an insecticide and a germicide, by blending an insecticidal component and a germicidal component with an alkyl silicate-based inorg. varnish. CONSTITUTION:An insecticidal component and/or a germicidal component are/is blended with an alkyl silicate-based inorg. varnish. Said varnish is reacted in the presence of water, an acid catalyst and a solvent and the reaction repeatedly proceeds to form siloxane linkages. After application, an alcohol elimination reaction takes place by the evaporation of the solvent and the reaction with moisture in the air, whereby the siloxane molecule grows into a giant molecule to give a coating film having good adhesion and wear resistance. The alcohol elimination reaction well proceeds with a lower silicate such as ethyl silicate or butyl silicate to give a coating film at room temp. Pref., the concn. of the varnish is 1-40% from the viewpoint of transparency of the coating film.
