PURPOSE:To suppress the necessary power to the minimum by operating the number of pumps and the deliveries required for minimizing the necessary power of pump on the basis of the outputs from units for deciding the operating number of pumps and the number of pumps on-load and the necessary water supply to the load then performing start/stop on the basis of the operational results. CONSTITUTION:If the output signal Np from unit 35 for deciding the number of operating circulation pump is equal to or more than the minimum number of operating pumps Npn obtained from unit 34 for operating the minimum number of operating pump, the output from an operating number of pump comparator 36 is employed as vartual operating number of pump Npk. Upon decision through a number of pump comparator 38 that Npk has exceeded over the operatable number of pump NPa, power comparator 42 will perform power operation during when Npn<=Npk<=Npa on the basis of the output from the comparator 38 then a memory 40 will compare with the power required for every Npk, to decide the number of pump and the blade angle for minimizing the power. The result D of decision is provided to start/stop decision unit 37 to produce start/stop commands 14a-14d to enable operation of cooling water system with minimum power consumption.
