PURPOSE:To freely control the starting-up of the fluid pressure in an operation- pressure generating chamber by installing an air release valve which is opened or closed when the pressure in the operation-pressure generating chamber is less than a prescribed value or said pressure reaches the prescribed value. CONSTITUTION:When an engine starts for the traveling of car, a driving pump starts operation, and working fluid rises through a fluid passage 21 and flows into an operation-pressure generating chamber 20. Then, the air which exists in the operation-pressure generating chamber 20 passes through the porous structure of a sphere supporting member 35 and gets-away outside from the upper edge opening-port of an air release passage 31, passing through the gap between a closing sphere 34 and a concaved conical part 33. When the fluid pressure in the operation-pressure generating chamber 20 increases and reaches a prescribed pressure, after the air is perfectly released away, the closing sphere 34 is pushed upwardly, and contacts with the concaved conical part 33, and an opening and closing hole 32 is closed.
