A process for producing an aromatic chlorine compound of the following formula II, which comprises substituting chlorine for the nitro group of an aromatic nitro compound of the following formula I with chlorine gas in the substantial absence of water: <CHEM> wherein each of X and Y is Cl, Br, F or H, provided that X and Y are not simultaneously H, and each of R<1>, R<2>, R<3>, R<4>, R<5> and R<6> is Cl, Br, F, NO2, CN, CF3, OCF3 or H.
