The device has a section (1) comprising horizontal and vertical arms (2, 3) perpendicular to each other. The horizontal arm is fixed in a balcony and extended through an external shoulder (5) with an inclined piece (6). The vertical arm is placed parallel to a frontage and has a free end (12) realized in the form of a sharp edge (13). A drop-breaker system formed by the edge is maintained remote from the frontage, when the section is correctly positioned. The inclined piece has another free end (7) equipped with another drop-breaker system that is formed by another shape edge (8).
