PURPOSE:A curable stable solution of muddy water for civil engineering, having improving workability and quality of cured material, obtained by blending a curable stable solution of muddy water consisting of mud, a hydraulic component and water with a water-soluble polycarboxylate. CONSTITUTION:A curable stable solution of muddy water containing (A) mud (e.g., bentonite, etc.), (B) a hydraulic component (e.g., Portland cement, quick lime, gypsum, blast furnace slag, fly ash, etc.), and (C) water is blended with (D) a water-soluble polycarboxylate [e.g., water-soluble salt of polymer of alpha, beta-unsaturated carboxylic acid monomer such as (meth)acrylic acid, maleic acid, etc. or of a copolymer of it and ethylenic unsaturated monomer copolymerizable with it (preferable example; copolymer of 4-6C olefin and maleic anhydride)] having usually 500-5,000 molecular weight, to give the aimed stable solution of muddy water.
