PURPOSE:To obtain a heat insulating panel, uniform in quality, easy in mold releasing and capable of utilizing materials to be used in effective, by a method wherein a foaming resin material is poured into a metallic mold under a condition that an insulating member is held at inner surfaces of the metallic mold. CONSTITUTION:A rectangular metallic mold 2 is provided near an upper peripheral end portion of a phenol form 1, formed beforehand by foaming the phenol under a condition that reinforcing fibers are contained therein, and an insulating member 3 of a proper thickness is contacted and held at an inner side of the metallic mold 2, thereafter, an insulating panel A is molded by pouring a foaming resin material into the inner side of the insulating member 3. The insulating member 3 is a form 3a, molded by foaming a foaming resin material having a same quality as the panel A, and both of a front and rear surfaces thereof are coated with an adhesive 3b, 3b of neoprene series or the like in a shape of a thin film, thereby, volumes of open bubbles 3a', 3a', exposed on both of the front and rear surfaces of the form 3a, are reduced, and the member 3 is integralized with the panel A at the peripheral end portion thereof.
