PURPOSE:To perform quick troubleshooting measures, by making a start management table dynamically changeable in accordance with the load of a computer. CONSTITUTION:The load factor of a computer which is not shown in the figure is always monitored and, when the load factor exceeds a specified value (e.g. 801) and judged as discontinuous, a change for applying a mask for blocking the start of a task having a low priority registered in a program start management table is made and the operation mode of this computer system is switched to a degenerative operation mode. When the load factor of the computer drops to lower than the specified value, the program management table is set to the normal condition and the system operation is returned to the normal condition. When such constitution is made, quick troubleshooting measures become possible in a system controlling computer system by temporarily blocking other businesses if the apparatus operation is made from a console because of a multiple condition change caused by a thunderstorm, etc.
