PURPOSE:To extract stable features of a character pattern by extracting only the longitudinal and lateral dimensions of an open-directional code area added to white picture elements at the background part of a character and the number of picture elements which meet requirements. CONSTITUTION:A CPU20 refers to character pattern data which is segmented by a preprocessing part 23 and stored in a memory 22 and an open-directional code is added to white picture elements at its background part. The longitudinal and lateral dimensions and the number P of picture elements of an open- directional code area where the influence of the projection or recess, or inclination of the contour part of a character line is easily exerted. When P is larger than a threshold value TH1, the area is extracted as a feature only if (X-Y)/P is less than a threshold value TH4 on condition that the smaller dimension between X and Y is larger than a threshold value TH2 and the ratio of X and Y is smaller than a threshold value TH3.
