The flat electrode (1) has a number of charge emitters (2), formed by means of cut-outs (3) in the sandwich element (4). The electrode (1) is connected with a current source (15) through a high ohmic resistance (14). An electrically conducting foil (5), forming the central layer, has an electrically insulating layer (8) as a covering bonded on the surfaces (6,7). In the sandwich element (4), the cut-outs (3,11) have charge emitters (2) in the shape of the edges (9) of the conducting foil (5), designed so that the whole of the edge can be used and the whole aperture (10), in contact with the atmosphere, can release charge, even though it is between the covering layers (8). The ions have particles adhering to them, particles of dust and dirt and other chemicals.
