A process for disinfecting a substrate. The process comprises bringing the substrate into contact with an agent which comprises a chlorine dioxide-releasing compound, such as sodium chlorite, together with sufficient organic acid, which is different from lactic acid, to lower the pH of the agent to less than approx. 7. The organic acid has the formula I <IMAGE> where R' and R2 can be identical or different and are selected from the group consisting of hydrogen, methyl, -CH2COOH, -CH2OH, -CHOHCOOH and -CH2C6H5. The pK of the organic acid is from approx. 2.8 to approx. 4.2. In addition, a synergistic agent for disinfecting a substrate. This agent comprises the fluorine dioxide- releasing compound and the organic acid together with a vicinal polyhydroxy compound such as glycerol. In addition, a process for disinfecting a substrate using this synergistic agent.
