PURPOSE:A tough, useful and uniform covering material, obtained by covering a substrate with polyphenylene oxide by electrolysis in a solution containing phenol using the substrate as a working electrode, and having improved chemical resistance, adhesion, insulating properties and transparency without pinholes. CONSTITUTION:Electrolysis is carried out in a solution containing phenol using a substrate as a working electrode to cover the substrate with polyphenylene oxide thereon. A solution containing an electrolytic solvent (polar solvent) and a support electrolyte soluble therein is used as the solution. A substance expressed by the formula R<4>N<+>PF6<-> or R<4>N<+>ClO4<-> (R is H, alkyl, aryl or aralkyl) or alkali (earth)metal hydroxide, phosphate or carboxylate is used as the support electrolyte. The bath concentration of the support electrolyte is 0.01-1.0mol/l.
