PURPOSE:To simplify the device by providing a processing means which reads and converts data stored in a temporary storage means as specified and then forecast variation in the quantity of solar radiation from the movement of clouds derived from the data. CONSTITUTION:A sky observation image 15 stored as a digital image in a storage device 3 is processed properly by a processor 4 and converted into forecasting data 16 on the quantity of solar radiation, which is outputted to an output device 5. Then, the processor 4 synchronizes a televisioncamera 1 and the storage device 3 with each other and sends a period signal so that a picked up image 11 is transferred in the storage device 3. Then, the processor 4 determines the position of the sun in the digital image from the zodiacal track of the day and the time when the observation image is obtained, extracts clouds on the basis of light and shade difference to obtain a binary image wherein the sun part and the sky part are colored in black and cloud parts are in white, thereby making the device simpler than before. |
