PURPOSE:To display an original picture while being modified and to relieve the load of forming a material for the original picture by applying photoelectric conversion to a picture so as to convert it into a digital electric signal and editting and modifying it as the electric digital picture processing. CONSTITUTION:The picture inputted via a picture input section 2 is applied with photelectric conversion and written in a frame memory 1 as a digital electric signal. The picture data is displayed by a color monitor 3 and a command is inputted by a keyboard 6 or the like while observing the display picture so as to edit and correct the picture. Moreover, a storage medium on which the picture data is written is loaded to an external memory 11 and when a command is given by operating switch 17, the picture data is read from the memory 11 via an operation processing section 15 and written in a frame memory 12. Then the operation of a video signal converter 13 is changed by the operation processing section 15 in response to the command input and the display picture is displayed while being modified and also digitized allowing to relieve the load for forming a material for the original picture.
