A plastic band (22) intended for the hooping of articles to be packaged is drawn off from a band stock roll (12), conveyed in a meander-like manner via deflecting rollers (18, 20) and guided in a rail by a pair of transport rollers (24) around the article to be hooped. The band length between the fixedly arranged deflecting rollers (20) and the movable rollers (18) arranged on a roller arm (16) serves as an intermediate store, in order to allow a relatively high acceleration of the band (22) through the pair of transport rollers (24). When the band (22) is being drawn off, the roller arm (16) is moved in the direction of the arrow (28). A coupling having a freewheel is arranged between the roller arm (16), mounted on the shaft (14) of the band stock roll (12), and the band stock roll, in order to accelerate the band stock roll (12) in the unwinding direction during the pivoting of the roller arm (16). By means of such an arrangement, the band length kept ready in the intermediate store can, as a result of a reduced number of deflecting rollers (18, 20), be smaller than the band length required for a hooping operation, since the remaining band length can now be drawn off from the already accelerated band stock roll (12) during the hooping operation. <IMAGE>
