PURPOSE:The inner surface of the chamber containing the target and the oxyhydrogen burner is covered with an electroconductive layer to stabilize the sooting onto the target whereby porous parent material of high quality is produced in high yield. CONSTITUTION:The chamber made of glass walls 5 is provided with the target 2 and an oxyhydrogen burner 3 so that the fine particles of SiO2, GeO2 and others formed in the burner 3 (4 stands for its flame) is made to accumulate on the top of the target whereby the porous parent material for optical fibers 1 is allowed to grow. In the chamber 1, a shielding network layer 7 of an electroconductive substance such as aluminum is set in a sphere shape along the inner surface of the wall 5.
