A speed operation control amount signal 23 output by the minimum reference speed command 22 is added to the signal 21, and the command 22 is newly output. Then, the minimum reference speed command value deciding operation is executed, and the output is fed as a counting direction instruction signal 26 to an UP/DOWN counter. Thus, a counting direction instruction signal 26 is generated, for example, at the rate of three in the adding direction and one in the subtracting direction of four times of calculating the program, and the motor drive command of half of the minimum reference speed command value is generated.
