PURPOSE:To generate easily a dictionary for recognizing characters having a high recognition ratio in a simple algorithm by providing a table of the minimum stroke number composing each character, or a table of the minimum open direction code number composing a background of each character. CONSTITUTION:A character is read out in a character reading part 1, and its features are extracted in a feature extraction part 3 after pretreatment. A dictionary retrieving part 4 retrieves a dictionary 5 and a rejected character recognizing dictionary 6 in order to decide the extracted features in a decision part 7, and the decided result is outputted. When the decided result is rejected, features of the character are selected from a rejected pattern in a dictionary registering part 8 by utilizing a table of the minimum stroke number composing each character, or the stroke number and the open direction code number of a table 9 of the minimum open direction code number composing a background of each character, and registered in the rejected character recognizing dictionary 6.
