PURPOSE:To enable to obtain a reinforcement material of a ring, which is productive and highly strong, by eliminating wrapping or a tape at an inner circumferential diameter side of the core material small by an amount equivalent to the predetermined size, in manufacture of a steering wheel. CONSTITUTION:As a shuttle 2 is rotated around the shaft center of a core material 1 and a prepreg tape 5 is pulled out from a pair of bobbins 3, winding of the prepreg tape 5 oriented at fixed pitches P and a fixed angle can be performed around the rotating core material 1 through three turns of the core material 1. Now, wrapping of a tape at an inner circumferential side of the core material can be eliminated due to a matter that the outside circumferential diameter of the core material 1 is made phiD0 and an outside circumferential diameter side of the core material is made smaller by DELTAD/2 than the diameter (d) of the core material. Cross-sectional dimensions of the core material to which winding has been applied are made accurate and a reinforcement material of a ring, which is productive and of high strength, can be obtained in this manner.
