PURPOSE:To produce sufficiently high wind power without using a blower and to perform purification of air by setting the voltage of each dust collecting electrode plate and counter-electrode to the discharge electrode lower than the voltage of a discharge electrode but at equal voltage to each other, andf setting an electric field forming electrode plate at the same voltage to the discharge electrode. CONSTITUTION:A discharge electrode 50 for electrifying the dust in the air by corona discharge is provided together with a pair of dust collecting electrode plate 40, 41 arranged at least to above and below the electrode 50 with a specified distance and extending from positions a little nearer to an air suction port 31 than the electrode 50 to an air discharging port 32 side, a dust collecting electrode plate 42 located at the midway of 40 and 41, a netlike counter electrode 70 to the discharge electrode 50 provided so as to surround the electrode 50 with a specified distance to the electrode 50, and an electric field forming electrode 60 extending toward the air suction port 31 side opposite to the electrode 50 side. These electrode plates 40-42 are set at the same voltage with each other but at lower voltage than the electrode 50, and the electrode plate 60 is set at the same voltage with the electrode 50. By this constitution, sufficiently high wind power is formed and purification of air is performed without installing a blower.
