PURPOSE:To obtain maximum effect as a reaction rudder at all times by adjusting its twist quantity so as to generate maximum propulsion in a ship body at all times corresponding to any change of a ship speed or its stowage condition or the like. CONSTITUTION:A rudder body 8 is divided into an upper rudder portion 8a and a lower rudder portion 8b by level of a propeller axis central line 4. And at the same time, the upper rudder portion 8a and the lower rudder portion 8b are connected to a steering gear 11 serving as a rudder driving mechanism through a rudder shafts 9 and 10 so as to control rotation toward left and right sides respectively so as to give twist quantity to the rudder body 8. A propulsion which generates on both upper and lower rudder portions 8a and 8b while sailing is detected by a propulsion detection device 12 and indicated in a propulsion value indicator 13, and a steersman in the steering room 14 adjusts twist quantity of the rudder body 8 so that the propulsion value indicated in the propulsion value indicator 13 becomes maximum value at all times.
