PURPOSE:To enable accurate measurement, by forming a low surge impedance earth electrode by a good conductive metal tube embedded in the ground and radial conductors on the earth's surface and connecting a plurality of current passing measuring electrodes to said earth electrode to supply a surge current. CONSTITUTION:A good conductive metal pipe 1 having a large diameter 18 is embedded from the earth's surface and earth wires 2 are radially arranged to the upper part of said pipe 1 to be connected thereto at points 3. A conductor 5 is attached to the metal pipe 1 so as to be able to be connected to an object to be earthed from a conductor lead-out point 4. As a result, a low surge impedance earth electrode is obtained. A surge current is supplied to said earth electrode from a generator 8 through an ammeter 9 and a measuring current is flowed to current passing auxiliary electrodes 13-16 through pipe like twisted electric wires 11. Generated earth potential generated at this current supply time is detected by a voltage detection electrode 17 through a voltmeter 10. As a result, surge impedance can be accurately measured.
