PURPOSE:To attain incorporation of a transposition ciphering device into the titled coder by adopting a code architecture based on the parity check line in a simple row direction, two directions and an oblique direction of simple matrix arrangement to realize an easy and high speed coding/decoing. CONSTITUTION:An information bit inputted from an information input terminal 10 is inserted with a check bit at a matrix coding circuit 11 and converted into a matrix arragement. After a check line is converted at a cyclic replacement circuit 12, a check point is added at a check point adding circuit 13 and the result is transmitted from an output terminal 14 to a transmission line. A matrix code arrangement generated by the matrix coding circuit 11 has even number of 1s in each row and column, i.e., weight. Then the matrix generated by the circuit 11 is applied with cyclic replacement where the amount of cycle is increased at each row by the cyclic replacement circuit 12 and a columnar check line V31 is converted into an oblique check line S32. Check points Xi,0 (i=1,2,...p) satisfying an Equation I are given in a check point addition circuit 13 as shown in the figure and the signal is transmitted to an output terminal 14 sequentially from the left column along the transmission direction 41.
