PURPOSE:To inhibit an illegal or erroneous access to a data memory area of an IC card and its illegal use by storing history information at the time of the previous access in the IC card itself, by checking the history information with that transmitted from an IC card input device before access to the data memory area by the card itself and by invalidating the subsequent accesses when they are dissident. CONSTITUTION:A histor information a12 received by an IC card is checked to be coincident with that stored by the IC card, and when they are dissident, the subsequent accesses from an IC card input device are invalidated instead of response. When they are coincident, access start OK data are transmitted to a side A of the input device. A history access area consisting of a history information memory area stores the history information previous time of the time when the IC card is discriminated and the illegal access frequency. Thus, when the history dissident frequency reaches the specific value at the time of inputting the IC card, the subsequent accesses are invalidated.
