<p>PURPOSE:To narrow a moving vector detection object and to simplify a compensation encoding circuit by setting an object picture of the moving vector detection to plural blocks of the difference between fields and one block of the difference between frames at the same position. CONSTITUTION:A picture before one field is stored in a field memory 8 of a moving compensation encoding circuit and the picture before one frame is stored in a field memory 9. One block of an input picture at the same position of two unit of field memories 8 and 9 is inputted to a moving vector detecting part 7, and a block most approximate to the input picture is searched. When there is a motion, the most approximate block searched in the previous block is delayed in directions of an X and a Y by a variable delay circuit 2' and set to a forecast picture block as the same position as one block of an input. The most approximate block is compared with ten blocks so as to search it, processed by a subtractor 4, an adder 6 and a quantizer 5, and an error signal is outputted, thereby simplifying constitution of a circuit.</p> |
