PURPOSE:To reduce the formation amount of an org. chlorine compound, by measuring the flow amount and TOC of water to be treated, and controlling the injection amount of ozone so as to hold the ratio of an ozone consumption amount and TOC of water to be treated to a predetermined reference value. CONSTITUTION:The flow amount Q of water to be treated measured by a flow meter 2 and the TOC concn. (TOCi) thereof measured by a TOC meter 8 are inputted to a multiplier 4. On the other hand, a reference value, the reaction efficiency from a reaction efficiency setting device 21 and the reference value of the ratio (DELTAO3/TOCi) of an ozone consumption amount and TOC of the water to be treated, for example, 1.1 are inputted to an operator 12 and a value A obtained by dividing the reference value by reaction efficiency is inputted to a multiplier 4. By multiplying values of A, Q and TOC by the multiplier 4, an ozone injection amount O3 is controlled. The control formula in this case is represented by O3=AXQXTOCi.
