A PCM voice signal is predetermined and, divided by 2n (n is tap number for gain level data) with respect to the memory (210) and is stored separately into the gain level by a gain control memory (230). The gain memory stores the PCM voice signal of the O dB after switching assigns the corresponding adress of the level memory to provide the gain controlled PCM voice signal.
