PURPOSE:To permit the metering of the tension applied onto a mooring cable by taking-up a mooring cable driven-out from a mooring winch on a ship onto a movable pulley having an eye splice installed and fixing the top edge of the mooring cable onto a deck through a tension meter. CONSTITUTION:A mooring cable 2 driven-out from a mooring winch 1 on a ship is driven-out outside the broadside through a mooring metal fitting 3 on the ship and passes through a movable pulley 4 installed onto an eye splice 7 on a quay, and the top edge is returned to the ship again and engaged with a fixed metal fitting 5 on the deck of the ship through a tension meter 6. The dye splice 7 is hooked onto a bit 8 on the land and the mooring winch 1 is operated reversely, and the mooring cable 2 is taken-in, and a proper tension is applied, and then the ship is brought into stop. Therefore, the tension applied onto the mooring cable can be grasped directly on the ship.
