PURPOSE:To improve the coding transmission speed of picture information by applying modifying processing a binary picture itself obtained through the scanning/sampling/binary-coding of the original picture in the unit of picture element so as to be suited to the coding of the picture information. CONSTITUTION:Each picture element information (black or white) at a specific picture element region of (3X3) comprising surrounding picture elements A-H adjacent to upper/lower/left/right and oblique directions around a noted picture element X being the processing object and itself is extracted out of a binary- coded picture, logical decision according to a prescribed algorithm is conducted so as to decrease the unevenness of the binary picture and an isolated point of one picture element is eliminated. For example, each picture element signal at the (3X3) of specific picture region is extracted sequentially at shift registers 9, 11, 13. Moreover, a logical table accoding to a prescribed algorithm is written in an ROM14 and the processing data of the noted picture element X according to the combination of each picture element signal extracted to the shift registers 9, 11 and 13 is read.
