PURPOSE:To mount simply the titled device to an electric wire and to detect the disconnection of a strand at high accuracy by straddling plural split sleeves to which a detecting coil is attached at the time of mounting said device to the electric wire through split brackets and links. CONSTITUTION:Split brackets 71, 72 that connect ends of split sleeves 1a, 1b constituting a fitting frame 1 are connected freely rotatably to an arm A by links 3a, 3b. When using, a shaft 4a for straddling is lifted up, and split sleeves 1a, 1b are opened around a shaft P and an electric wire is inserted. At the same time, a pulley is mounted on the electric wire and the shaft 4a for straddling is released. Then, the split sleeves return to original position by their own weight. Then, a disconnection detector is run by driving the pulley by a motor etc. Change of a strand, for instance a flaw or disconnection, is detected by detecting the change of inductance of detecting coils 2a, 2b attached to the fitting frame 1 by the electronic circuit in a gondola C.
