PURPOSE:To regenerate a proper picture without using a VTR of special specifications by forming a record track in such a pattern that continuity of a horizontal synchronizing signal included in a regeneration video signal can be held. CONSTITUTION:A video signal VIN is given to a synchronizing separator circuit 24, and a vertical synchronizing signal VSYNC is separated and given to a drum servo circuit 25. Said circuit 25 gives a drive output to a drum motor 26, which rotates and drives a rotational drum mounting a head 23 by the prescribed phase at a prescribed speed, and rotates the head 23 with a prescribed speed. Thus the head 23 forms a record track so that it will obliquely cross a tape 12. In terms of a tape traveling speed at the time of forming a record track, length of a scanning locus of a head is integer-multified by a horizontal synchronizing signal period in a static regeneration mode, and that in a standard regeneration mode is multified by a horizontal period (integer +0.5).
